NCL Rules

Player Eligibility

19 a NCL Clubs must register players as detailed in ECB 'Safe Hands'. There is no requirement for players to be registered with the NCL.
b Each club is responsible for forwarding a summary of these registrations to the League Welfare Officer as soon as possible. The summary shall include full name, address and date of birth.
c Clubs wishing to register new players at short notice may do so, provided that the Registration Form is signed by the player and is witnessed by the opposing captain or umpire. A copy of this form should be sent to the League Secretary.
d Any club which fields a player who has not been registered before the match starts shall be liable to a a fine and may have points deducted by the Executive Committee.
20   Any club wishing to play a player in the Under 11 age group in an adult League match must obtain the explicit prior approval of the League or Cup management before the player can play. Approval will only be given to exceptionally talented players, on the recommendation of the County Age Group Coach or other ECB Level 3 coach as appropriate. (Note: A player's cricketing age is determined by their actual age on 31 August in the previous year.)
21   No player shall receive any payment, inducements or provisions from any source whatsoever for playing in the NCL. It should be noted that provisions include benefits in kind, travel expenses, motor cars, fuel tokens, etc. Where it is normal practice to pay bona-fide travelling expenses to all bona-fide members, these can be allowed but the amount paid shall not exceed the cost of fuel, assuming 30 miles = one gallon, and shall only be paid to the car owner/driver. Any club in breach of this rule may be expelled from the League.
22 a Once a player has represented a Club (Old) in the NCL, he may not play for a different Club(New) in the same season before an authorised transfer has been completed and confirmed by the General Secretary as in 19c below
b The New club is responsible for producing a transfer form, which must include the name of the player, and be countersigned and dated by representatives of the two Clubs concerned.
c The New club is responsible for ensuring that the transfer has been completed (as above) and for sending the transfer form to the General Secretary, who will confirm the transfer
d No transfers will be granted after 30 June each year
